Job Purpose
- Resource Provision: Ensure the availability of raw materials, equipment, and services to maintain uninterrupted operations.
- Value Optimization: Negotiate to secure the best prices and terms with suppliers.
- Operational Efficiency: Support smooth workflow by managing procurement processes in an organized and effective manner.
Responsibilities and Duties
- Communicate with qualified suppliers in the medical supply field to request quotations and bids for medicines and medical supplies.
- Respond to supplier inquiries without disclosing confidential information related to other suppliers’ prices or estimated costs.
- Participate in bid opening sessions, record data, and attend related meetings.
- Contribute to the initial inspection of medicines, medical supplies, and equipment to ensure quality according to agreed specifications.
- Participate in the technical and financial analysis and evaluation of bids in accordance with tender documents and procurement guidelines.
- Assist in bid adjudication to achieve optimal procurement decisions ensuring quality supplies at the best possible prices.
- Prepare and develop contracts for medical supplies and services, including negotiation with suppliers to agree on safe and cost-effective delivery methods.
- Draft and review supply contracts with the legal department and requesting entity to ensure compliance with all requirements.
- Form, monitor, and evaluate inspection and final acceptance committees, coordinating with suppliers to conduct technical and quantitative inspections.
- Monitor supplier compliance with delivery timelines as stipulated in contracts.
- Supervise inspection teams, ensure reporting, and verify supplier obligations.
- Manage and track medical supply chains, including expiration dates, storage, and distribution to ensure safe use and delivery to beneficiaries.
- Conduct regular field visits to supported health facilities to monitor consumption and verify safe storage and dispensing.
- Coordinate with monitoring and evaluation teams at branch level to ensure proper storage and distribution practices.
- Archive and organize all procurement and tender documents for internal and external audits.
- In case of direct purchase: prepare quotation forms, follow up, receive, study, and compare offers, ensuring compliance with specifications.
- In case of tenders: prepare and manage tender documents, specifications, supplier communication, bid opening, evaluation, and award processes.
- Prepare and develop procurement contracts according to approved templates, review with legal and procurement departments before signing.
- Monitor and evaluate supply processes, inspections, and final acceptance to ensure compliance with specifications and objectives.
- Follow up on supplier payments and maintain positive relationships with service providers and contractors.
- Archive all procurement and tender documents, supplier records, reference prices, and item lists.
- Prepare monthly and quarterly performance reports.
- Receive incoming correspondence and transactions, present them to the Medical Supply Manager, and record outgoing transactions.
- Print letters, emails, memos, and reports, and maintain copies in designated files.
- Supervise and monitor field medical procurements conducted by branches or project coordinators, including needs assessment, procurement planning, and documentation review.
Qualifications and Experience
- Bachelor’s degree in a health-related field.
- Minimum of three years’ experience working with NGOs.
Skills and Competencies
- Strong communication and reporting skills in Arabic and English.
- Proficiency in English language.
- Excellent computer skills (Microsoft Office).
- Ability to work under pressure.
- Flexible, diplomatic, innovative, proactive personality with strong interpersonal skills.
- Ability to complete tasks and provide timely feedback.
- Strong decision-making and accountability skills.

- Advanced level of English.
